Dharamshala: The Office of the Auditor General (OAG) announces the official appointment and welcomes Mr. Thinley Chomphel as the new Secretary of the OAG.
Mr. Chomphel was officially promoted to the rank of Secretary by the Public Service Commission on October 13, 2026. Following this promotion, the Kashag issued his official posting on October 13, 2026, appointing him to continue his leadership at the Office of the Auditor General as its formal Secretary.
Having successfully served as the Acting Secretary since February 2026, Mr. Chomphel’s formal promotion is a testament to his exemplary dedication, competence, and years of invaluable service to the Central Tibetan Administration. His career trajectory remains an inspiration to all—having started his journey as an accountant at CCTM and then TCV, joining the OAG as a contract staff member, and steadily rising through the ranks from Office Superintendent, Joint Secretary, Additional Secretary, Acting Secretary, and now to the highest administrative rank of Secretary.
Under the strategic leadership of Secretary Thinley Chomphel la, the Office of the Auditor General (OAG) has successfully pioneered a new era of digital governance by fundamentally modernizing its core administrative and auditing frameworks. Central to this institutional transformation was the development and launch of two comprehensive digital platforms: Online Leave Management System that automates personnel administration, and a robust, cloud-based Audit Management System (oagonline.web.app). By digitizing multi-currency financial statements, enabling real-time compliance tracking, and seamlessly synchronizing data between the Head Office and all three regional branches, these forward-looking initiatives have eliminated legacy manual processes and significantly enhanced institutional transparency, accountability, and operational efficiency across the entire organization.
The Auditor General, Joint Secretary, and all staff members of the OAG extend their heartiest congratulations to Mr. Thinley Chomphel on this remarkable milestone. We look forward to his continued guidance, extensive experience, and steadfast commitment to upholding the integrity and principles of auditing within the CTA.
