Statutory Compliance and Capacity Building Training for OAG Personnel Completed at IIPA, New Delhi

New Delhi: The Office of the Auditor General (OAG), Central Tibetan Administration (CTA), successfully concluded a six-day “Statutory Compliance Training” program at the prestigious Indian Institute of Public Administration (IIPA) in New Delhi. Held from January 13 to January 18, 2025, the training was organized under the CTA-Capacity Building and Sustainability Initiative (CTA-CBSI) and sponsored by USAID and the National Democratic Institute (NDI).
Inauguration and Key Objectives The program was inaugurated by Shri Surendra Nath Tripathi, IAS (Retd.), Director General of IIPA, alongside Shri Amitabh Ranjan, Registrar, and Dr. Surabhi Pandey, Programme Coordinator.
In his opening address, Shri Surendra Nath Tripathi emphasized the significance of “Change Management,” urging auditors to adopt broader perspectives when addressing organizational challenges. Shri Amitabh Ranjan highlighted the critical nature of the Foreign Contribution (Regulation) Act (FCRA) for the CTA, noting that strict compliance is vital for the administration’s smooth operations. He also expressed condolences regarding the recent earthquake in Dhingri County, Tibet.
Representing the OAG, Joint Secretary Mr. Kunchok Wangdue expressed gratitude to the IIPA for their expertise in strengthening the auditing team’s capacity, which is essential for ensuring transparency and accountability within the administration.
Curriculum and Training Highlights The training was attended by 33 participants (21 male and 12 female) from the OAG Head Office and its branches in South India, Nepal, and Dekyiling. The comprehensive curriculum, led by subject matter experts, covered several critical areas:
• Regulatory Compliance: Detailed sessions on the FCRA Amendment Act 2020, GST Audit, and Income Tax Rules related to charitable societies (Section 12A).
• Organizational Development: Modules on Change Management and “Leading Effectively through Accountability”.
• Skill Enhancement: Training on Emotional Intelligence, the “Mind Matrix,” and interpersonal relationships to improve problem-solving and conflict resolution.
• Modern Auditing Tools: Introduction to the use of Artificial Intelligence in auditing and the basics of Performance Audit.
Outcomes and Field Visits To enhance practical understanding, the itinerary included field visits to the Pradhanmantri Sangrahalaya (PM Museum) and Akshardham.
The program concluded on January 18, 2025. The training successfully updated the auditors on the latest Indian Government acts and rules while introducing them to modern AI tools to correlate with audit work. This initiative is expected to significantly enhance the efficiency of the OAG staff in discharging their duties and assisting auditee units with host country regulations
